So far, the edits have been a nuisance, but are approaching being a problem. I have already given one warning (phrased as a request), and have it in my notes to do further investigation. Unless it's obvious and deliberate vandalism, my policy is to use shorter blocks as an encouragement to change their behavior before it does become a big problem.
